As of October 19, Melbourne has seen further easing of restrictions that free up pool cleaning and maintenance services, as well as outdoor construction and renovation. The city should move fully to the Third Step of easing restrictions on November 1.

Pool cleaning can now be carried out in an unrestricted manner in Victoria - taking into account covid-safe practices - following the easing of the restrictions. This is in addition to the government’s announcement on October 1 which allowed pool cleaning activities to be carried out in the interests of public health and safety.

Spiros Dassakis says SPASA Australia is grateful for the ongoing dialogue with government that has seen their efforts crystalised and rewarded.

Additionally, small scale construction can take place on residential properties from October 19 for repairs and maintenance, including swimming pools.

The following services which must operate solely outdoors with up to five people (with an additional supervisor), are now permitted where physical distancing can be maintained at all times, for businesses with an ABN:

  • Outdoor maintenance, repairs, cleaning and other building work, including at occupied premises
  • Home renovations and installations (outdoor only)
  • Home solar panel installations (only for outdoor work or in roof cavities with external access)

"Small scale construction that allows for pool and spa repairs and maintenance comes after significant pressure by SPASA Australia. While we welcome this sensible change, we recognise that it will take some time for our industry to recover the huge losses it has experienced since the restrictions first started,” says Dassakis.

“This change is the right decision by Government to get pool builders and ancillary trades back on to work sites to undertake small scale construction and renovation work."

More people back to work

Victorian Premier Dan Andrews said in his statement that thousands more Victorians will now be getting back to work – particularly those who work outside.

"That includes tradies undertaking outdoor maintenance and repair work, mobile pet groomers and photographers. These are the changes we can safely make from tonight. We need to wait just a bit longer – until 11:59pm on 1 November – to take the rest of the Third Step that will see retail, hospitality and personal care services open again.

"This is a timeline that is based on the current advice of our public health team."

SPASA Victoria has also been lobbying the Victorian government and said they are very pleased the government has now announced a loosening of restrictions.
