Your Say: Mandatory Pool Inspections

Should mandatory pool inspections be carried and if so, when and by whom? At the point of sale and lease? Or more frequently? By accredited certifiers and councils? Or also by qualified pool industry personnel? And what about pool owners: should they be asked to carry out self-certification of their pool safety features?
